The United States Coast Guard is the Federal lead agency directing preparation of the EIS for the Goethals Bridge Replacement.

The Port Authority of NY&NJ is the project sponsor of the Goethals Bridge Modernization Program, which features a new bridge to replace the existing Goethals Bridge.

The EIS Consultant Team preparing the EIS under the direction of the Coast Guard is led by a Joint Venture of The Louis Berger Group, Inc. and Parsons Brinckerhoff. Other consultant team members include:

  • HDR ;
  • Eng-Wong, Taub & Associates;
  • Howard/Stein-Hudson Associates, Inc.;
  • Barbara Thayer Architects, P.C.

Community and government agency input plays an important role in this study as it progresses.  The USCG has organized three committees to provide input to the EIS.  Each committee is expected to meet three times during the preparation of the draft EIS.  These committees are:

  • A Technical Advisory Committee (TAC), comprised of federal, state, regional, and local agencies to provide technical guidance on traffic/transportation and mobile-source air quality and noise issues and analyses. 

  • An Environmental Task Force (ETF), consisting of federal, state, and local agencies to provide technical guidance on all environmental aspects of the project not covered by the TAC. 

  • A Stakeholder Committee (SC) of representatives from a cross-section of interests and organizations that may be affected by the proposed GBR project.  This committee is providing input via open discussion about project issues and findings. 

The Public has a critical role to play in the environmental review process of helping to shape the scope of the DEIS, reviewing project information, and providing comments and other input to the Coast Guard throughout the study process.
