Overview - Notice of Intent
 

The Coast Guard issued a Notice of Intent (NOI) to prepare the EIS in the Federal Register on August 10, 2004. This officially began the scoping process for the EIS.

The Coast Guard is the lead Federal agency for preparation of the EIS because a bridge permit authorizing the location and plans for the bridge project, which crosses navigable waters of the United States, is required before construction could begin.
