Potentially significant issues to be evaluated in the DEIS include:

  • displacement of residential, commercial, or industrial properties;
  • disruption of contaminated properties that may be located within the proposed project right-of-way;
  • existing and future land use patterns;
  • threatened and endangered species, and critical habitat;
  • historic and archeological resources, including the existing Goethals Bridge, which has been identified as potentially eligible for listing on the National Register of Historic Places;
  • wetlands;
  • water quality;
  • existing and future traffic patterns and volumes;
  • noise;
  • air quality;
  • navigation;
  • construction impacts; and
  • cumulative impacts.
